I don't think you can use any specialty items on any wolf that is on breeding cooldown

Pup codes are generated in game at the time of breeding. If you besprinkled a pregnant wolf, it would not change the colors of the pups. They are already determined. Same with genes - if you gene change either parent before the pups are born, it will not change the pups either.
