Marvin's great! I love his generosity. I would love it even more if it was always an item you can use.
Getting seeds that you can't use until like 10 levels later is not a feel good, and I think items should scale to whatever presidencies that you do have. Maybe +2 to current proficiency level. Enough to be encouraging but not ‘Well, I’ll just hold onto this forever then'.
