Capitalization not mattering in pings

This could be a bug, but earlier today I was pinged and someone put my username as lowercase, and I didn't get pinged. This just seems like a given to me that it doesn't matter if your username is capitalized or not, especially with bugs on the capitals altogether being thrown around.

I think capitalization would matter in the case of two people having similar usernames (i.e. leaf and Leaf). I don't know if Lorwolf's username restrictions allow that but many sites do so I suspect that it is true here as well.
