I personally use ibisPaint! Not very good for laptop, but definitely good for tablets/phones. Used it for free for years, and it was amazing!

Ok, a lot of helpful tips and information here. I will look into this as well. It doesn't really have to mimic PS, I suppose. Just really looking for something that I enjoy using. Free is always a good thing too, as I don't have much funds with having to pay back my college loans. I will be sure to add Medibang Paint on my list to try. Thank you for suggesting it! :D
Edit: Oops didn't see you there, @TmstrBlmstr
Thanks for sharing. Not sure if I will give this one a try since it doesn't seem laptop friendly, but it's good to know about regardless. Who knows. One day I may use a tablet or something. Not sure if I could ever use a phone though. I already hate being on my phone a lot. xD

Paint Tool Sai 2 (Yes, the 2! It's a sequel!) is a good program, I use Clip Studio Paint but I used to also use Sai to remove crunchy white pixels around my lines, unfortunately I don't have access to sai anymore. On my tablet I use Ibis Paint, but in my opinion, clip is the best program.
I electively chose not to read the other comments to see if these programs have already been suggested, i just wanted to be included. u_u
