Do Knucklebone Tokens actually do anything? They don't seem to improve my chances of encountering and befriending a Wild Wolf.

It's actually a pity system.
Once you have 50 in your
inventory plus 15K PB, a quest will pop up under the 'Hunting'
profession. It's not instant, so you may need to clear some out or
reroll. It's a level one quest so guaranteed to succeed. It takes 30
minutes, and upon completion you will receive a WW. It will consume the
pebbles and the knucklebones.
Essentially, the game is saying for every 50 encounters, you are guaranteed a WW.
