What does armor do? Is it purely cosmetic, or does it serve some function in combat?

It's just epic apparel. I wish it served a purpose, but as far as I know, the only apparel that does stuff(other than make your wolf look cool) is the Fluorescent Amulet, which causes Consumed Kapros to turn up.
