Hmm, it does appear that the new editor update lacks that ability. I hope they fix it!
Until then, will it let you use HTML to link it manually?

I haven't tried, since my post has tables and lots of stuff in it and it looked difficult to attempt haha. :X Didn't wanna mess it up. Glad it's not just me though. Well, not glad, but relieved!
Might just add the URL under the photo til it's sorted out!

You could try adding the link manually
Use this code below and try adding it when in source mode:
<A href="LINK URL HERE"><img scr="IMAGE URL HERE"></A>
The new text editor still has a lot of features missing/not active by what I can tell from inspect element so the linking images might be a thing that just was forgotten when the editor was changed over.

The manual version above works fine for now, but yeah the text editor needs a lot of work still
