'Allow to Download' pop-up?

so you know how on Mac, when you try to download from an unapproved website you get a pop up asking for permission to download?

sometimes during exploring I'll get one out of nowhere. usually after the action, when I go to click ‘keep exploring.’ I'm 100% sure I'm not clicking anything else. is this normal? or somehow part of a disruptive ad?
