With wild wolves it is all about time and numbers. Rng being Rng the more encounters you get the more likely it is that the wild wolf will come home with you. That means the faster you go through the other encounters the more wild wolf encounters you will see which in turn will give you more chances that you will get one to come home with you. Yes there will be time that you will go a long time period without getting a wild wolf. My first wild wolf took 21 wild wolf encounters before one liked me. In beta my worse was at 46 ww encounters. It happens. However there are things that can help.
Because speed is best there are areas that are better to farm than others for wild wolves. The 4th areas that have 1 pack encounter, 1 boss encounter, and the do something encounter are best. Those are easy to speed through without having to skip everything (leading to more items, food, and pebbles). You should also be using the refresh method to so you are not spending the extra time watching the fight.
Though the 4th areas are nice you will run out of food from them. You will need to switch it up with the 2nd areas to gather food for a bit then switch back. I like to do 2 hours in area 4 Goldsea and then 1 hour 2nd area Darkspine. I use a 1 wolf 1 companion team for max efficiency in the food department too.
I do occasional shiny hunting in the pokemon games and it hurts when you go over odds on a hunt. Meaning that if your odds are 1/10 and youre on 40 encounters without a recruit, you are going “over odds”. I've even seen charts that have been made that tell you your “chance” at getting something the closer you are to odds/how far past the odds you are- though in reality your odds aren't actually changing the more encounters you have, it's just the likelyhood of someone going that far without the intended encounter start to become higher than the odds of not finding one, and that you should, theroretically, be getting the encounter anytime now. It's just something that happens!
I don't know if knowing that makes people feel better or worse about when they get bad rng. It personally comforts me and even though I know I'm not guaranteed an encounter, sometimes looking at those charts when I'm over odds with shiny hunting give me the push to be like “well I theoretically have a 50% chance per egg to get my shiny, so I'll keep trying!”
Though I am really excited for the WW tokens! It makes me sincerely happy to hear the devs will give players a fallback when RNG is being cruel <3
For me, knowing things about RNG and stats make me want to stop playing the game. It just feels like the game is very unfair to people who don't have an insane amount of time to pour into the game. What's the point of playing if I can't have the nice things too? What's the point of playing if I feel whatever I do, nothing will ever fill the gap? What's the point of playing if each time I come to the forum I fell I can't participate in any discussion because I'm so far behind it feels like I'm not part of the game community? Look how many threads there are here for WW for example, with people being like “yay this week I got 15 ww coming to my den”, well yeah cool sound really fun, this week I had one ww encounter. For me, this just feels like I'm being punished for something that is totally out of my grasp.

I want to point out that they did add the Knucklebone update, where 50 knucklebones grant a quest for a WW, which makes it a little less annoying? You can level wolves to 10 without feeding them and using toads, which then in turn grants a Knucklebone, and a decent chunk of pebbles.
It doesn't fix the feel of all the misses, but at least it fixes the your time's not wasted part?
I'm sorry about your luck with the wild wolf "system", it mirrors a lot of people's experiences with it. :/ People tried for a long time to get it changed for the better, even before the game was public. It's an especially poor experience for new players (one of the most important demographics for a game's longevity); but I'm glad you've found some generous folks to help you out regardless.

The pity token didn't change anything in that regard for me. I find of have given up on giving my opinion on that topic. I'm a pretty casual player. I only play in the evening after work, and a tiny bit in the morning if I have time. I still don't get much WW encounters, and the vast majority of them are a loss. Since the beginning of the game, I only got 2 WW to join me. And, since the introduction of the pity token, I only got 27 of them. Nowhere near enough to do anything. Nothing has changed. WW are still insanely hard to get for casual players and way too easy for grinders.

Yeah I suppose. but I do hope
they fix the constint missing soon
but for now really not hunting
for wolves I'm a mission to change
each wolf into a Zerda jsut hard cause
