So I zoomed through the Goldsea campaign within the first couple hours of launch, and I believe the “Does Eat Oats” quest is either the first or a very early quest for the Goldsea campaign. However, I have completed the campaign (as seen in the Quest Log) and the encounter with the relevant quest flavour-text is still present, and I still receive soulbound bags of oats as a reward when I complete the encounter.
