Yes, it is! I believe there are plans to increase this in the future, but for now level 10 is the max

(Popping in super quick to add that I think the plan is to increase the level around when Chapter 2 of the Campaign story drops. I'd have to go back and read through devnote updates, but IIRC that was what was said.)
