is there a way to keep the flourescent amulet after it triggers the event?

I find it a fabulous and absurdly hard to make apparel item and I wanna keep one. I'll settle with preventing the event as well

Not legitimately, anyway. :P If you want to keep your copy without using it, just equip it on a dog you aren't going to use in the zone where the encounter spawns-- it only happens in one specific zone, so you don't have to bar them from every campaign zone.
