Question About Custom Apparel

I use photoshop and Im questioning if I need to make a new layer for the accessory/apparel or if I unlock one of the layers for it?

You should make a new layer for your artwork! When you save the final version, you should remove all the wolf layers so you end up with a transparent background and only your new accessory/apparel/etc in it.
