There a few places you can find apparel on the site, chief of which being the Mole Market, where items rotate every six hours. There are then weekly event shops (this week is Farming Festival) that use the weekly event tickets as currency, which are gained through the completion of weekly activities and certain achievements. And touching on achievements, some of those also reward apparel items—I recommend giving those a peek to see what sort of items drop.
And finally there's the Custom Apparel, which are user created items whose costs are decided by their creator and are often listed for Moonstones.
If you're strapped for pebbles I recommend slapping some companions on wolves that reward pebbles—the furmurs are a good option for this. Also, if you pick up items through campaign or as companion rewards, don't forget to sell those as well! Candles can accrue really quickly, I find, so those are always good to sell for some quick pebbles.
Completing achievements also reward you with moonstones and doing the profession activities will often reward you with moonstone shards that can be used to create moonstones with 10 pieces and some bone paste.
Edit: I forgot to mention that you can also craft apparel items! You can find the recipes in rotation in the Mole Market and others often have them listed in the Flea Market if you can't find what you're looking for at the moment.
