If rates have not been changed, and I say "if" because I'm not convinced something hasn't been changed. So if everything is the same, how come some people swim in Wild Wolves while others can't get them at all?

@DerpFox Along with RNG doing its thing, another factor for this could be where people choose to farm in campaign, as some locations have more scenarios than others, thus decreasing your chance to get the Wild Wolf encounter.
So for example I tend to farm for bones in area 3 in Icerun (the second sword section) and don't have the Icefisher Stork scenario unlocked. I currently have 5 possible scenarios with one of those being a Wild Wolf encounter in that location; the second area in Icerun (the first sword section) has 9 possible scenarios, with one of those being the Wild Wolf encounter. Today alone I've had two WW encounters from farming in less than an hour in the aforementioned area.
